Council Memo
Police Department
No.25-51
DATE: 12/15/2025
TO: Honorable Mayor Julie Moore Wolfe and City Council Members
FROM: Melissa Hon,Interim City Manager
Brad Allen,Chief of Police
SUBJECT:
Resolution Authorizing a Lease Agreement between the City of Decatur and Flock Safety for the
Deployment of Surveillance Cameras
SUMMARY RECOMMENDATION: It would be the recommendation of staff that the Council approve the
law enforcement lease agreement order with, and authorize payment to, FLOCK SAFETY as presented for a 1-
year lease of ten surveillance cameras. The cost per camera is $5,000 per year for a 1-year total of$50,000.
BACKGROUND:
The Police Department has utilized the Flock Safety platform since 2021 and currently operates 106 license
plate reader cameras throughout the city. The system has consistently proven valuable in crime detection,
suspect identification, and timely apprehension. Building on this success and maintaining our commitment to
enhancing public safety, the Department seeks to further expand the use of technology in policing.
The addition of surveillance cameras will strengthen community safety by providing broader video capabilities
that complement our existing Flock network. These cameras are solar-powered and integrate seamlessly with
the current platform, resulting in no additional infrastructure costs or installation fees beyond the annual lease
agreement. The enhanced system will support more efficient investigations, improve response times, and serve
as a visible deterrent to criminal activity.
Surveillance cameras will be strategicallyplaced throughout Decatur inpredetermined locations informed
g by
crime data, traffic patterns, and community feedback. Their primary focus will be monitoring key intersections
and adjacent public areas to maximize visibility and ensure coverage of high activity locations. Placement will
be reviewed periodically to ensure cameras continue to meet community needs and operational priorities.
The Police Department remains committed to transparency, accountability, and the responsible use of
technology. All camera data is managed in compliance with departmental policy with access limited to
authorized personnel. Community engagement remains a key component of this initiative. Incorporating
community feedback will strengthen trust and reinforce the shared goal of improving public safety.
Overall, the expanded camera network is expected to enhance officer safety, reduce crime, increase
investigative efficiency, and support quicker case resolution while delivering a cost-effective and community-
centered approach to modern policing.
LEGAL REVIEW: N/A
PRIOR COUNCIL ACTION:
