Council Memo
Public Works Department
No. 2025-107
DATE: 12/15/2025
TO: Honorable Mayor Julie Moore Wolfe and City Council Members
FROM: Melissa Hon,Interim City Manager
Matt Newell,Director of Public Works
SUBJECT:
Resolution Authorizing Consulting Services Agreement- Ann L. Schneider and Associates LLC
SUMMARY RECOMMENDATION:
It is recommended that the City Council approve the following:
1. Resolution authorizing that the Ann L. Schneider consulting agreement be renewed for an additional 2
years at a cost of$60,000 per year for a total of$120,000.
2. Resolution authorizing an intergovernmental agreement between the Cityof Decatur Illinois and County
of Macon, regarding sharing the costs for the Ann L. Schneider consulting agreement.
BACKGROUND:
Ann Schneider has provided transportation project consulting services for many years. Her work has expedited
IDOT and other transportation projects and helped the City and County realize more than $100 million in
funding for both jurisdictions over the years. The City and the County split the $60,000 annual cost of Ms.
Schneider's consulting contract. Other than new dates and project lists, the consulting agreement's scope and
terms remain the same as in past years. The City-County Intergovernmental Agreement remains the same as
well except that it has been changed to automatically renew without further City Council or Macon County
Board action.
LEGAL REVIEW: This agreement has been approved by the Legal Department.
PRIOR COUNCIL ACTION:
The City Council has approved a yearly agreement with Ann Schneider for many years.
POTENTIAL OBJECTIONS: There are no known objections.
INPUT FROM OTHER SOURCES:
Ann Schneider, Macon County
STAFF REFERENCE: Matt Newell, Public Works Director. Matt will be at the City Council meeting to
answer any questions the Council may have about this agreement.
BUDGET/TIME IMPLICATIONS:
