Council Memo
Public Works Department
No. 2025-111
DATE: 12/15/2025
TO: Honorable Mayor Julie Moore Wolfe and City Council Members
FROM: Melissa Hon,Interim City Manager
Matt Newell,Director of Public Works
T
SL BJECT:
Resolution Authorizing the Purchase of Eight (8) Radar Signs from Radarsign
SUMMARY RECOMMENDATION: Staff recommends City Council approve the attached resolution
authorizing the Mayor to sign and the City Clerk to attest to a resolution for the expenditure of$25,411 to
Radarsign for the purchase of eight radar signs.
BACKGROUND:
Speeding has become a major concern at various locations throughout Decatur. The Public Works Department
and Police Department regularly receive speeding complaints from the public.
Radar speed signs have proven to be effective in reducing the speed of the traveling public. The sign displays
a driver's speed, serving as a visual reminder of their current speed compared to the posted limit. Studies show
that overall compliance with the posted speed limit will go up by 30-60%.
These signs can be moved to various locations as needed. Initial locations planned for these radar speed signs
are:
West Main Street, between Dipper Lane and Fairview Avenue
North MacArthur Road, between Pershing Road and Mound Road
West Mound Road, between MacArthur Road and Route 51
East Mound Road, between Martin Luther King Jr Drive and Woodford Street
Three proposals were received as follows:
1. All Traffic Solutions: $6,280.09 per sign
2. Carmanah Technologies: $5,085.00 per sign
3. Radarsign: $4,221.00 per sign.
Radarsign submitted the lowest price per sign. We negotiated an even lower price to order eight(8) signs. The
proposal for eight(8) signs from Radarsign is attached here to as Exhibit A.
SCHEDULE: Following approval by the City Council the signs will be purchased, and the installation
scheduled with the Public Works sign crew.
