LETTER to the DECATUR CITY COUNCIL <br /> Finance Department <br /> DATE: November 24, 2025 <br /> TO: Honorable Mayor Moore Wolfe and City Council Members <br /> FROM: Melissa Hon, Interim City Manager <br /> Gregg D. Zientara, City Treasurer& Interim Finance Officer <br /> SUBJECT: Property Tax Levy for Assessed Year 2025 Pay Tax Year 2026 <br /> SUMMARY RECOMMENDATION: <br /> It is recommended that the City Council approve the attached series of Ordinances, which set the <br /> property tax levy for the City of Decatur for assessed value year 2025 pay tax year 2026 and <br /> abate certain of the general obligation bond debt service payments, whereby such abatement will <br /> exclude said debt service payment from inclusion and extension in the property tax levy. <br /> The 2025 property tax levy presented herewith for adoption by council is a "flat property tax levy" <br /> to the 2024 property tax levy. Such is in accordance with council desires as included in the 2026 <br /> budget adopted by the City Council on November 17, 2025. <br /> $ (whole) Tax levy Tax Abatement(s) Tax Levy <br /> After Abatement(s) <br /> 2025 Tax Levy 27,911,083.76 11,180,669.76 16,730,414.00 <br /> 2024 Tax Levy extended 28,004,691.52 11,274,277.26 16,730,414.26 <br /> 2025 vs. 2024 (93,607.76) (93,607.50) (0.26) <br /> The 2025 property tax levy presented herewith for council adoption and the 2025 projected <br /> assessed value to be determined by the Macon County Assessor with certification by the Illinois <br /> Department of Revenue, will yield a city property tax rate of $1.39607 per $100 of assessed <br /> value. <br /> This would represent a reduction in the city property tax rate versus the prior year city property <br /> tax rate of"ten cents" per$100 of assessed value. <br /> POTENTIAL OBJECTION: <br /> There are no known objections to this ordinance request. <br /> INPUT FROM OTHER SOURCES: <br /> No input from other sources. <br /> STAFF REFERENCES: <br /> Melissa Hon, Interim City Manager <br /> Gregg D.
