ECONOMIC AND COMMUNITY DEVELOPMENT MEMORANDUM
January 5, 2026
TO: Honorable Mayor Julie Moore Wolfe and City Council
FROM: Melissa Hon, Interim City Manager
Lacie Elzy, Director of Economic& Community Development
Miranda Lambert,Asst. Director of Economic& Community Development
SUBJECT: Ordinances Rezoning Properties Northwest of the Intersection of West Mound
Road and North Westlawn Avenue.
1. Ordinance 2026-01 authorizing rezoning of PIN 07-07-29-476-004 from R-1
Single Family Residence to M-1 Intense Commercial/Light Industrial.
2. Ordinance 2026-02 authorizing rezoning of PIN 07-07-29-476-006 from R-1
Single Family Residence to M-1 Intense Commercial/Light Industrial.
SUMMARY RECOMMENDATION: Staff recommends approval of two companion ordinances
rezoning two separate parcels northwest of the intersection of West Mound Road and North
Westlawn Avenue from R-1 Single Family Residence District to M-1 Intense Commercial/Light
Industrial District. The Developer has agreed that it will provide a Decommission Plan and
Financial Assurance with the City of Decatur. The City Plan Commission voted 8-1 to recommend
approval of both petitions at the November 6, 2025, meeting. The minutes of the meeting are
attached.
BACKGROUND:The petitioner proposes to rezone the sites from R-1 Single-Family Residence
to M-1 Intense Commercial-Light Industrial District to allow a commercial solar energy project.
The subject sites are located within a mixed-use area, and the proposed rezoning from R-1 Single-
Family Residence District to M-1 Intense Commercial-Light Industrial is not expected to have an
adverse effect on the surrounding area or the City as a whole.
The surrounding zoning and existing land uses include a mix of agricultural and residential uses.
The proposed M-1 zoning would be compatible and consistent with the surrounding zoning and
uses. For further details, please refer to the attached Plan Commission staff report.
POTENTIAL OBJECTION: There was one objector present at the Plan Commission meeting.
The petitioner indicated that they knocked on doors in the neighborhood and sent out post cards
without any objections noted to them. City Staff did not receive any calls or emails from
individuals objecting to the petitions.
INPUT FROM OTHER SOURCES: N/A
STAFF REFERENCE: Any additional questions may be forwarded to Lacie Elzy
(lelzy@decaturil.gov), Miranda Lambert (mlambert@a,decaturil.gov), or Kylie Reynolds
(kreynolds@,decaturil.gov).
BUDGET/TIME IMPLICATIONS: None.
