Decatur Northwest 1,LLC
Decatur Northwest 1 Commercial Solar Energy Facility,Decatur,IL
Project Overviews and Pwpose
The 3.3-MW Project is designed to encompass approximately 12.45 acres of 21.18-ac parcel 07-07-29-
476-006.
The Project will help the state of Illinois and the City of Decatur by providing clean, renewable energy to
its citizens and by diversifying the state's energy generation portfolio. The Project will have minimal
impact to surrounding areas;no sound, emissions, towers,or permanent increase in local traffic are
anticipated to result from the Project. This solar energy project will use the sun's natural output to meet
the energy demands of approximately 569 homes in Illinois.'
Existing Conditions
The Project is to be located on one parcel(07-07-29-476-006)currently used for agriculture and located
in the Single-Family Residence District(Zoning code R-1).The Project area is northwest of the
intersection of West Mound Road(County Highway 22),and North Westlawn Avenue. The geographic
coordinates for the approximate center of the parcel are[39.891538°,-88.995089°].
A wetland delineation was conducted on September 2,2025 and no aquatic resources were identified
within the subject parcel. The Project is being designed to avoid impacts to jurisdictional Waters of the
State and/or U.S. Should impacts to identified aquatic resources be unavoidable, the Applicant will
obtain all applicable Clean Water Act authorizations for such impacts prior to construction.
Review of publicly available Illinois underground mine data confirms that no underground mines are
present beneath the property.
The entire Project lies within area mapped by FEMA as 'Zone X'. 'Zone X'is considered to be an"Area
of Minimal Flood Hazard."
Consultation with the United States Fish and Wildlife Service(USFWS)Information for Planning and
Consultation(IPaC)indicated that no critical habitat is present within the Project. Seven species were
identified by the IPaC as being possibly present within the Project. Due to the agricultural use of the land
and overall lack of suitable habitat, the presence of these species is unlikely. The IPaC consultation results
are included below.
The Illinois Department of Natural Resources(IDNR)was consulted through the EcoCAT platform.A
response, included below, was received stating that the IDNR's database contains records of state-listed
threatened or endangered species,Illinois Natural Area Inventory sites, dedicated Illinois Nature
Preserves, and/or registered Land and Water Reserves in the vicinity of the Project location.IDNR
evaluated this information and concluded that adverse effects from the Project on those resources are
unlikely.
Existing conditions within, adjacent, and near the site are presented at the end of this narrative.
Project Components
Major components of the Project are presented on the site plan included with this submittal. In addition
to the PV panels, the Project will include the construction of a single access road,single-axis tracking
' httos://www.seia.orefinitiatives/whats-menwatt
