Zientara, City Treasurer& Interim Finance Officer <br /> SUBJECT: Budget Reconciliation Ordinance Appropriating Additional Monies for the Purpose <br /> of Defraying the Expenses for Certain Funds of the City of Decatur, Illinois for the <br /> Fiscal Year Ending December 31, 2025 <br /> SUMMARY RECOMMENDATION: <br /> City Administration recommends City Council approval of the attached Ordinance. <br /> BACKGROUND: <br /> City Council adopted the Fiscal Year 2025 Budget and Appropriation Ordinance 2024-165 on <br /> November 18, 2024 for the purpose of defraying the expenses of certain departments and funds of <br /> the City of Decatur for the fiscal year beginning January 1, 2025 and ending December 31, 2025. <br /> It is now necessary to reconcile the budget and appropriate additional funds for operational <br /> expenditures for the City to effect provision of services to citizens not anticipated at the time the <br /> City Council adopted Ordinance 2024-165. <br /> • General Fund 10.Amend budget to include expenditure of$6,256,177 for money transfers <br /> to other funds, including $4,500,000 transfer to the Strategic Initiative Fund, and other <br /> transfers of$1,756,177. <br /> • Federal Drug Fund 30. Amend budget to include $40,000 to defray the cost of <br /> unanticipated expenditures. <br /> • Building Fund 34. Amend budget to include $665,000 to defray the cost of facility <br /> mechanical improvement cost not envisioned and included in the 2025 budget. <br /> • Municipal Band Fund 36. Amend budget to include $7,000 to defray the cost of <br /> unanticipated expenditures. <br /> • Capital Project Fund 45. Amend budget to include $2,000,000 to defray the cost of capital <br /> expenditure for improvements to the library and municipal service facility not included in <br /> the 2025 budget. <br /> • Library Capital Fund 58.
