Lake Decatur Watershed Management Plan—Scope of Services&Budget
o Use HYPACK hydrological surveying software for survey planning to optimize coverage of key areas and
cross-sections for follow-up monitoring.
o Apply HYPACK post-processing tools to generate updated bathymetric profiles.
o Compare 2027 results with baseline surveys (2021/2022) and the 2024 sediment trap surveys to
evaluate changes in sedimentation patterns over time.
o Evaluate findings to inform sustainable sediment management solutions and guide long-term reservoir
management.
Task 11: General Consulting
Due to the diverse range of tasks and activities, a general consulting task is included to efficiently support the City as
needed in case out of scope engineering or environmental consulting is requested. For example, this may include some
support with city-funded BMP projects.
Task 11: Online Watershed Management System
A custom watershed management system was configured for the Lake Decatur watershed. The Spatial Watershed
Assessment and Management Model (SWAMM) is a custom web-based software that enables users to explore maps
and spatial data from the completed subwatershed plans, analyze nutrient and sediment loading, perform cost-benefit
analysis, and evaluate and track BMPs and scenarios to reduce nutrient and sediment delivery to the lakes.
Standard SWAMM functionality includes:
• Mapping portal to explore all areas within the watershed and toggle various datasets.
• Ability to estimate nutrient and sediment loads from user delineated areas.
• Ability to evaluate the effectiveness of BMPs for user delineated areas.
• The ability to save proposed and completed practices into the system.
• Management dashboard to see total loadings and visualize BMPs and progress towards reductions goals.
• Ability to perform a cost-benefit analysis on proposed BMPs using pre-defined or custom unit costs.
SWAMM is being used to support the RCPP grant and the city cost-share program. The budget includes the following:
1. Annual maintenance and hosting costs.
2. Updating the system to include new subwatersheds as the watershed plans and associated models are
completed.
3. Standard technical support.
SPH ER. S
ENVIRONMENTAL
