12. Online watershed management
The budget for consulting services in this amendment, $828,922, is 17% lower than the last contract.
Specifically, the consultant budgets for outreach, project design, and grant management have been reduced.
However, there remains a need for development of watershed plans for Goose Creek,Finley Creek, and the
Spring Lake/Madden Creek watersheds. Watershed monitoring, including maintenance of the online watershed
management system, also continues to be a need Spheros will continue to address.
Task 10, long-term sediment planning and management, is expanded in this amendment. The scope includes
another bathymetric survey of the lake to gauge sediment deposition, collecting and analyzing sediment samples
from the bottom of Lake Decatur, and modeling the transport dynamics of sediment entering and transiting the
lake. Some innovative sediment management strategies are emerging that could further delay or eliminate the
need for dredging in the future, and the consultant will research their feasibility and make recommendations.
Northwater Consulting was recently acquired by Spheros Environmental Parent Group, Inc.,who have assumed
responsibility for fulfilling the watershed management contract.
For additional background on the watershed management program, please see the attached presentation, which
was made at a national water conference in October 2025.
LEGAL REVIEW: The proposed amendment was submitted to the Legal Department for review on December
18, 2025.
PRIOR COUNCIL ACTION:
On February 24,2020,the City Council authorized a Professional Engineering Services Agreement with
Northwater Consulting(Northwater)for Lake Decatur Watershed Management Plan,Phase 1 for a cost not to
exceed$190,442.98.
On October 5,2020,the City Council authorized Amendment No. 1 for Professional Engineering Services
Agreement with Northwater Consulting for Lake Decatur Watershed Management Plan,Phase 2 for a cost not
to exceed$299,463.22.
On May 10,2021,the City Council received a presentation on the Lake Decatur Watershed Management Plan
&Initiative Long-Term Strategy.
On November 1,2021,the City Council authorized Amendment No. 2 for Professional Engineering Services
Agreement with Northwater Consulting for Lake Decatur Watershed Management Plan, Phase 3 for a cost not
to exceed$465,183.47.
On November 1,2022,the City Council authorized Amendment No. 3 for Professional Engineering Services
Agreement with Northwater Consulting for Phase 4 of the Lake Decatur Watershed Management Plan for a cost
not to exceed$880,585.76.
On December 4,2023,the City Council authorized Amendment No. 4 for Professional Engineering Services
Agreement with Northwater Consulting for Phase 4 of the Lake Decatur Watershed Management Plan for a cost
not to exceed$997,014.14
POTENTIAL OBJECTIONS: None foreseen.
INPUT FROM OTHER SOURCES:
None
