Council Memo Public Works Department No. 2026-02 DATE: 1/20/2026 TO: Honorable Mayor Julie Moore Wolfe and City Council Members FROM: Melissa Hon,Interim City Manager Matt Newell,Director of Public Works SUBJECT: Resolution Authorizing the Expenditure of Funds to Install Street Lighting on Park Place and Cobb Avenue SUMMARY RECOMMENDATION: It is recommended that the City Council authorize the Mayor to sign, and the City Clerk to attest, to a resolution authorizing the expenditure of$192,483.89 to Ameren Illinois to install decorative street lighting on Park Place and Cobb Avenue. BACKGROUND: The City has been struggling to maintain the failing street light systems on Park Place and Cobb Avenue for many years. They have finally reached a point where it is more cost effective to replace them than do any further rehabilitation. Beginning in 2023, several meetings were held to discuss the street lighting issue with area residents. These meetings ended with no resolution to the problem. The City approached Ameren Illinois earlier this year to get a quote to install and maintain decorative lights on both streets. Ameren recently provided the City with their cost of$192,483.89 to install decorative lights on both streets. This is over half the estimated cost to install City maintained lights which were estimated to exceed S500.000. The residents were informed of the decision to replace their current lights with Ameren maintained decorative lights back in June 2025. One resident responded in opposition and others requesting the opportunity to purchase the old lights once taken down. No further comments have been received. LEGAL REVIEW: PRIOR COUNCIL ACTION: July 7, 2025—The City Council authorized an agreement with Bruckner Masonry in the amount of 33,780 to rehabilitate the brick entry way to Park Place. POTENTIAL OBJECTIONS: While not a popular decision,there was only one known objection. INPUT FROM OTHER SOURCES: Ameren Illinois STAFF REFERENCE: Matt Newell, Public Works Director.
