ECONOMIC & COMMUNITY DEVELOPMENT DEPARTMENT
Memo No. 2026-11
February 2, 2026
TO: Honorable Mayor Julie Moore Wolfe and City Council
FROM: Melissa Hon, City Manager
Lacie Elzy, Economic & Community Development Director
Kirsten Born, Grants Manager
SUBJECT: Resolution Amending Resolution 2023-08 and the Purchase and Renovation
Agreement With Dove, Inc for the Property Located at 805 E. Johns Ave.
RECOMMENDATION: Staff recommends approval of a resolution amending Resolution No.
23-08 and the associated Purchase and Renovation Agreement with DOVE, Inc. to revise the
disposition terms for the property located at 805 E. Johns Avenue. The amendment removes the
$190,000 purchase price previously required of DOVE and authorizes the sale of the property to
DOVE for$10, following the City's acquisition of the property using HOME-ARP funds, in
furtherance of permanent supportive housing and HUD housing stability goals.
BACKGROUND: On April 17, 2023,the City Council approved Resolution No. 23-08,
authorizing a purchase and renovation agreement with DOVE, Inc. for the property located at
805 E. Johns Avenue. Under the original terms,the City agreed to sell the property to DOVE for
$190,000 and provide up to $560,000 in HOME-ARP funds for renovation, subject to HUD
affordability and compliance requirements.
Since that time, staff has restructured the transaction to better align with HUD guidance and the
City's housing stability objectives. The City has utilized HOME-ARP funds to directly acquire
the property. As a result,requiring DOVE to purchase the property at fair-market value is no
longer necessary and would unnecessarily constrain DOVE's ability to deliver permanent
supportive housing and services.
Summary of Amendment:
• Removes the requirement that DOVE pay$190,000 for the acquisition of 805 E. Johns
Avenue;
• Authorizes the City to convey the property to DOVE, Inc. for nominal consideration of
$10;
• Retains all existing HOME-ARP affordability,use, compliance, deed restriction, and
enforcement provisions contained in the original agreement; and
• Confirms that the property will be used to further permanent supportive housing and
HUD's goals of reducing homelessness and housing instability.
