Johns <br /> RECOMMENDATION: Staff recommends approval of the attached subrecipient <br /> agreement with Dove, Inc. The recommended allocation is $190,000 for acquisition and <br /> up to$560,000 for renovations. Funding is from HOME ARP funds and is provided by <br /> the Department of Housing and Urban Development. This agreement expires April 30, <br /> 2025;however, a lien and mortgage will remain on the property for at least 20 years as <br /> per the affordability period. <br /> BACKGROUND: The City of Decatur received$1,497,384 HOME ARP funds for <br /> development and support of affordable housing for the homeless population. As part of <br /> our revitalization efforts, the City of Decatur purchased a vacant building within the <br /> Johns Hill area. This building is a former nursing home. It is also located two blocks <br /> from the Homeward Bound office which assists our homeless population. Dove, Inc.,has <br /> an extensive history of assisting Decatur residents. <br /> A copy of the agreement is attached. <br /> POTENTIAL OBJECTIONS: Staff are not aware of objections. <br /> INPUT FROM OTHER SOURCES: Meetings from the Continuum of Care partners <br /> along with public meetings from a variety of community organizations. <br /> STAFF REFERENCE: Additional questions can be forwarded to Richelle L.
