SUB-RECIPIENT AGREEMENT BETWEEN CITY OF DECATUR,ILLINOIS AND DOVE INC FOR PURCHASE OF 805 E.JOHNS FOR TRANSITIONAL AND PERMANENT HOUSING UTILIZING HOME INVESTMENT PARTNERSHIPS AMERICAN RESCUE PLAN(HOME-ARP)FUNDS This Agreement("Agreement")is made and entered into between the City of Decatur, Illinois, an Illinois municipal corporation("City")and DOVE Inc., an Illinois not for profit corporation("DOVE"), for and in consideration of the mutual covenants and promises and good and valuable consideration contained herein. WHERAS,the City has entered into a Grant agreement with the U.S. Department of Housing and Urban Development("HUD")pursuant to Title II of the Cranston-Gonzalez National Affordable Housing Act,under the HOME Investment Partnership Program("HOME Program"); and WHEREAS the City has received$1,497,384 in HOME Investment Partnership American Rescue Plan funds ("Funds") to assist individuals or households who are homeless, at risk of homelessness,and other vulnerable populations,by providing housing,rental assistance, supportive services, and non-congregate shelter,to reduce homelessness and increase housing stability across the country; and, WHEREAS the City wishes to engage DOVE in utilizing Funds in accordance with HUD guidelines and Federal regulations; and, WHEREAS Dove's mission is to engage institutions,volunteers, and advocates seeking to coordinate efforts to address unmet needs and social justices through coordinated programs focusing on domestic violence,homelessness, education,volunteer and community empowerment, and individual emergency need fulfillment; and, WHEREAS, the City owns property legally described as, Lot Four(4) Block Two (2)of William Martin's 2nd Addition of Out Lots of Decatur, as per Plat recorded in Book 17 on Page 364 of the Records I the Recorder's office of Macon County, Illinois situated in Macon County, Illinois. Commonly known as 805 E. Johns, Decatur, Illinois ("Property"); and, WHEREAS the City desires to provide Funds to DOVE to purchase and renovate Property as well as other related activities; and, WHEREAS the City desires to sell Property and DOVE desires to purchase Property from the City for the purposes of providing supportive services,transitional and permanent housing for homeless individuals; and, WHEREAS the City has determined that DOVE has the capacity to manage a new housing facility for homeless individuals; and, Page 59 of 239
