ECONOMIC AND COMMUNITY DEVELOPMENT <br /> No. 2026-09 <br /> February 2, 2026 <br /> TO: Mayor Julie Moore Wolfe and City Council Members <br /> FROM: Melissa Hon, City Manager <br /> Lacie Elzy, Director of Economic and Community Development <br /> Kirsten Born, Grants Manager <br /> SUBJECT: Resolution Authorizing Execution and Agreement of the Lead Hazard <br /> Reduction Grant Program <br /> SUMMARY RECOMMENDATION: It is recommended that this item be approved to <br /> allow the City to proceed with grant negotiations and implement a lead hazard reduction <br /> program for eligible families. <br /> BACKGROUND: <br /> In August 2025,the City's Grants Division applied for the HUD Lead Hazard Reduction <br /> Grant. In December 2025, the City was awarded$1,000,000 in Lead Hazard Reduction <br /> funds, along with $400,000 in Healthy Homes Supplemental funding. The grant requires <br /> a 10% local match, which will be met using existing Community Development Block <br /> Grant(CDBG) funds. <br /> This program is designed to address lead hazards in homes occupied by families with <br /> children under the age of six. At the time of application,the Macon County Health <br /> Department reported more than 80 active cases involving children under six,with over 70 <br /> families affected. Priority assistance will be provided to households where a child has <br /> tested positive for lead exposure. <br /> Before grant funds can be accessed,the City is required to participate in a formal <br /> negotiation process with HUD to finalize the program budget, scope, and implementation <br /> plan. While the final number of assisted homes will be determined through this process, <br /> staff estimates that approximately 10 homes will be remediated during the grant period. <br /> Following completion of negotiations,the City will be required to execute grant and <br /> program agreements within five days. Due to this limited timeframe, staff is requesting <br /> Council authorization to enter into negotiations and execute all necessary agreements in <br /> advance, ensuring the City can proceed without delay. <br /> SCHEDULE: The negotiation process is expected to be finalized by the end of February <br /> with an anticipated grant period to start in early March. This is a four year grant. <br />
