Zion, the Village of Forsyth and the Village of Long <br /> Creek—Decatur Macon County Enterprise Zone <br /> RECOMMENDATION: It is recommended that the proposed Enterprise Zone revision <br /> be approved. <br /> BACKGROUND: By joint intergovernmental agreement with four other local <br /> governments, the Decatur-Macon County Enterprise Zone is administered by the <br /> Economic Development Corporation of Decatur-Macon County(EDC). The <br /> administration of an Illinois enterprise zone is a uniquely governmental function, which <br /> Decatur and its four partners have formally delegated to the EDC. Under this legal <br /> framework,revisions to the enterprise zone boundary, and changes to the rules governing <br /> enterprise zone benefits, must be approved by all five of the local governments who are <br /> parties to the joint agreement delegating EZ administration. <br /> The periodic boundary revisions recommended by the EDC do not"take"enterprise zone <br /> benefits away from one part of the city or county and place them somewhere else. <br /> Instead,the periodic boundary revisions brought to each local government every year or <br /> two reflect requests from private property owners, or the local governments themselves, <br /> concerning new or anticipated projects that would benefit from being in the enterprise <br /> zone, and which were not anticipated by the existing or prior boundary. <br /> PRIOR ACTION: The most recent amendment to the Decatur-Macon County Enterprise <br /> Zone was approved in September 2025,refer to Resolution 2025-64. <br /> STAFF REFERENCE: Should the City Council have any questions,they may contact, <br /> Lacie Elzy at 542-3559 or lelzy@decaturil.gov <br />
