001-v4 DECATUR FIRE DEPARTMENT <br /> 4 ) MEMORANDUM <br /> AO 2026-02 <br /> ILLINOIS <br /> Date: February 17, 2026 <br /> To: Honorable Mayor Julie Moore Wolfe <br /> From: Melissa Hon, City Manager <br /> Neil Elder, Fire Chief <br /> RE: Resolution Authorizing the Acquisition of a Pierce Enforcer 100' Aerial Platform <br /> Apparatus <br /> SUMMARY RECOMMENDATION: <br /> City Administration recommends City Council approval of the attached resolution granting <br /> consent for the acquisition of a Pierce Enforcer 100' Aerial Platform replacing a 2006 Pierce <br /> Aerial at an acquisition cost not to exceed$2,160,376.00. <br /> BACKGROUND: <br /> The fire apparatus identified for replacement was originally purchased in 2006. By the projected <br /> delivery date of a new truck, this unit will be approximately 25 years old, aligning with NFPA <br /> recommendations for the retirement of reserve aerial apparatus. The department's plan is to <br /> transition the current 2011 Truck 1 into reserve status upon arrival of the new vehicle, ensuring <br /> we maintain operational depth and reliability in our truck fleet. <br /> This replacement will allow the Decatur Fire Department to continue operating with a fleet of six <br /> (6) frontline pumpers and two (2) front-line ladder trucks. The new apparatus will include a 100- <br /> foot aerial platform,preserving the functional capabilities required for fire suppression, rescue <br /> operations, and access to multi-story structures within the community. <br /> The 2006 ladder truck being replaced is the oldest aerial unit in service, with 81,404 miles and <br /> 9,100 engine hours. Once removed from service, it will be processed and sold through the <br /> standard City vehicle disposal procedure. Replacing this aging apparatus will reduce <br /> maintenance downtime, repair cost exposure, and the risk of mechanical failure during <br /> emergency response. <br /> The aerial truck being proposed is manufactured by Pierce Manufacturing of Appleton, <br /> Wisconsin. It is a Pierce Enforcer chassis equipped with a 100-foot aerial platform, a 2,000 GPM <br /> pump, and a 300-gallon water tank. These specifications are consistent with national industry <br /> standards and operational needs of our department. <br /> A significant factor influencing this request is the extended lead time for new fire apparatus. <br /> Current production and delivery timelines across the fire service industry range from 36 to 48 <br />
