DECATUR FIRE DEPARTMENT <br /> MEMORANDUM <br /> 2026-03 <br /> IL. <br /> Date: February 17, 2026 <br /> To: Honorable Mayor Julie Moore Wolfe <br /> From: Melissa Hon, City Manager <br /> Neil Elder, Fire Chief <br /> RE: Resolution Authorizing the Transition from Image Trend Records Management <br /> System to First Due RMS. <br /> SUMMARY RECOMMENDATION: <br /> Authorize the Decatur Fire Department to transition from the current ImageTrend Records <br /> Management System (RMS) to the First Due RMS platform and approve the associated service <br /> agreement. <br /> BACKGROUND: <br /> The Decatur Fire Department currently utilizes the ImageTrend RMS for incident reporting and <br /> records management. The recent national transition from NFIRS to NERIS has created reporting <br /> and workflow challenges,and staff have experienced ongoing issues with system performance and <br /> vendor support. <br /> After researching available RMS vendors, the department recommends transitioning to the First <br /> Due RMS platform. First Due provides an integrated system supporting incident reporting, <br /> inspections, pre-incident planning, hydrant management, personnel records, scheduling, training, <br /> asset management, and other operational functions. The system meets both NFIRS and NERIS <br /> reporting requirements and includes implementation, training, and data migration services. <br /> POTENTIAL OBJECTION: <br /> The primary concern is the cost of implementation and subscription services. The Fire Department <br /> has secured Foreign Fire Tax funds to offset costs, allowing the transition to remain within the <br /> approved 2026 budget. <br /> STAFF REFERENCE:Neil Elder, Fire Chief,424-2811,Toby Jackson,Assistant Fire Chief,424- <br /> 2811. <br /> Chief Elder will be at the council meeting to answer any questions the Council may have about <br /> this purchase. <br />
