Council Memo <br /> Public Works Department <br /> No. 2026-21 <br /> DATE: 2/17/2026 <br /> TO: Honorable Mayor Julie Moore Wolfe and City Council Members <br /> FROM: Melissa Hon,Interim City Manager <br /> Matt Newell,Director of Public Works <br /> Robert Weil,Water Production Manager <br /> SUBJECT: <br /> Resolution Rescinding a Purchase Order with Carbon Activated and Authorizing a Purchase Order with <br /> Ingevity for Furnishing Water Treatment Carbon for the Year 2026, Purchase#025-09 <br /> SUMMARY RECOMMENDATION: It is recommended that the City Council authorize the Mayor to sign, <br /> and the City Clerk to attest, a resolution rescinding a purchase order with Carbon Activated and authorizing a <br /> purchase order with Ingevity for furnishing water treatment carbon for the year 2026, Purchase#025-09. <br /> BACKGROUND: <br /> Carbon is one of the water treatment chemicals for which annual bids are received. This process was done, as <br /> usual, in November 2025 and the Council authorized a purchase order with Carbon Activated as the apparent <br /> low bidder. However, Carbon Activated withdrew and forfeited their bid bond because they could not fulfill the <br /> terms of the contract. The second low bidder, Ingevity,who has had the contract for many years, agreed to <br /> honor their 2025 bid price. The purchasing agent recommends that Ingevity be awarded the contract for 2026. <br /> LEGAL REVIEW: There are no documents to review. <br /> PRIOR COUNCIL ACTION: <br /> On December 15, 2025, Council reviewed the bid results and authorized purchase orders for furnishing water <br /> treatment chemicals for the year 2026. <br /> POTENTIAL OBJECTIONS: Neither of the bidders is expected to object to this change. <br /> INPUT FROM OTHER SOURCES: <br /> Purchasing Department <br /> STAFF REFERENCE: Matt Newell, Public Works Director; Robert Weil, Water Production General <br /> Manager; and Chaundra Smith, Water Production Operations Supervisor. Matt Newell will be at the City <br /> Council meeting to answer any questions the Council may have about this purchase. <br /> BUDGET/TIME IMPLICATIONS: Budget: The change will have a favorable impact on the budget, as the <br /> cost will be the same as last year. An increase of 17% was anticipated. <br /> Staff Impact: None. The existing water production and maintenance team is staffed and trained to manage the <br /> large volume of chemicals and to ensure safety. <br />
