Council Memo
Public Works Department
No. 2026-20
DATE: 2/17/2026
TO: Honorable Mayor Julie Moore Wolfe and City Council Members
FROM: Melissa Hon,Interim City Manager
Matt Newell,Director of Public Works
Robert Weil,Water Production Manager
SUBJECT:
Resolution Authorizing the 2026 Managed Support Agreement with Concentric Integration,LLC for
South Water Treatment Plant SCADA System
SUMMARY RECOMMENDATION: It is recommended that the City Council adopt the attached Resolution
Authorizing the 2026 Managed Support Agreement with Concentric Integration, LLC for South Water
Treatment Plant SCADA System for a fee not to exceed $62,088.00.
BACKGROUND:
The majority of the South Water Treatment Plant's critical infrastructure is operated by a sophisticated
Supervisory Control and Data Acquisition(SCADA) system. The system consists of many interconnected
mechanical, electrical and digital hardware and software components. City staff is generally able to correct
minor issues and perform minor repairs to the system. However, more complex challenges must be dealt with
quickly by experienced service providers.
In 2014, as part of the Energy and Water Efficiency Services Agreement with Johnson Controls Inc., B&W
Control Systems Integration, LLC (now Concentric Integration, LLC)provided significant upgrade and
expansion services to the SCADA system. City staff were impressed with the firm's technical expertise,
performance and expedient service. Since then, the firm has provided SCADA support services to the
City. There are other firms that can provide these services; however, they do not have the detailed experience
with the City's SCADA system that is necessary to provide high quality and highly responsive SCADA
services. Concentric works closely with the City's IT Department to monitor and improve cybersecurity for the
SCADA system and the treatment plant.
Annual fees vary depending on when specific SCADA hardware and software support and extended warranty
agreements need to be renewed and the constantly evolving nature and cost of digital equipment, software and
warranties.
In order to align the agreement with the City's fiscal year and annual budgeting process, this agreement is for 10
months from March 1, 2026 through December 31, 2026.
The proposed agreement includes the following services, as described in the proposal:
• Continuous proactive system maintenance
• Technology& SCADA budget planning
