(vii) fund working capital reserves of the University, and (viii) pay certain costs relating to the <br /> issuance of the Bonds. The City, by reason of being a home rule unit pursuant to Section 6 of <br /> Article VII of the 1970 Constitution of the State of Illinois, has the power to issue such revenue <br /> bonds for such purposes. <br /> The City Council further discussed an ordinance authorizing the issuance of such revenue <br /> bonds for the benefit of the University and authorizing certain documents and actions in <br /> connection therewith; it being understood that such revenue bonds would be limited obligations <br /> of the City payable solely and only from repayments by the University of the loan of the <br /> proceeds thereof to the University, and would not in any respect be a general obligation of the <br /> City or be payable in any manner from funds of the City raised by taxation or otherwise. <br /> Thereupon, Mayor Julie Moore Wolfe presented the following ordinance: <br /> -2- <br />
