Agreement No.25-912014
The Grantee is a governmental entity who provides essential public services to the residents of Decatur in Macon
County, Illinois. The Grantee is working in partnership with the landowners of the following parcel ID numbers: 18-
08-17-300-003 and 18-08-20-201-004.The Grantee will work to substantially increase industrial economic
development opportunities at the 190-acre site, located in a prime area for industrial development north of 1-72 in
Decatur, Illinois. Currently, the site is well served by utilities and there has been a high level of interest by
prospective developers, but lack of water service has been an obstacle for site development.
Grant funds will be utilized for a portion of the costs associated with the construction of approximately 6,400
linear feet of various water main sizes and the construction of a bore-and-jack sleeve under 1-72 to bring water
service to the 190-acre site. The Grantee has pre-planned water service for this site of approximately 1.5 million
gallons per day(MGD).The site is within the Sanitary District of Decatur's service area, with a sewer main directly
adjacent to the property. The anticipated sewer capacity is 0.5 MGD. Design services and construction
management and oversight fees will be paid for by Grant and match funds to ensure a smoother,cost-effective,
and high-quality project execution.
The project will construct a new water main that will connect to an existing 16-inch water main at the intersection
of Commercial Crossing and State Route 48,just south of 1-72.The water main would be constructed in the existing
Brush College Road right-of-way north to the intersection of Brush College Road and Cundiff Road.
The City's water master plan calls for a 12-inch water main running north in Brush College Road to Cundiff Road
then west to create a loop with existing water mains in Hickory Point Road near the Village of Forsyth. This project
would construct the north-south segment of the new water main loop. North of the Cundiff Road, the size of the
water main would be reduced to 8-inch diameter, which is a typical size for branched lines in the water distribution
system.
Specifically, Grant funds will include a portion of the costs associated with the project as follows:
Design/Engineering—to include costs associated with engineering services that will include planning, design, and
construction observation.
Construction Management/Oversight—to include costs associated with managing the construction activities
and/or overseeing all the aspects of the construction project.
Plumbing—to include costs associated with the purchase and installation of necessary materials for water main
construction, including ductile iron pipes,as well as bore and jack operations.
Any additional costs necessary for completion of this overall project will be covered by other funding sources as
the required Match funding for this Grant.
The project will benefit the public by helping to fulfill the goal of the Regional Site Readiness Program to increase
the number of appropriate and attractive sites for industrial development and improve Illinois'ability to attract
economic development opportunities to communities throughout the state.
State of Illinois
GRANT AGREEMENT FISCAL YEAR 2026
