Financial Summary
Streetscae
p
Enhancements
From 2026-2029, Decatur will advance at least two major streetscaping initiatives: the US 51
Streetscape Enhancements, led by IDOT, and the Jasper Street Corridor project, funded through a
federal RAISE grant. These projects will deliver significant improvements to pedestrian safety, lighting,
multimodal access, and corridor design. While IDOT will invest up to about$25 million in state funding
to improve US 51, the City will share in selected improvements such as sidewalks, lighting, bump-outs,
ADA upgrades, and signal work. On Jasper Street, the City will leverage nearly$10 million in federal
funding to reconstruct 3.5 miles of roadway with new lighting, bicycle and pedestrian facilities,
microtransit features, and complete-streets elements. Together, these investments will modernize key
corridors, improve neighborhood connectivity, and support long-term reinvestment across the city.
Project Component Est.Project Cost Est.City Share Key Notes/Caveats
Southbound is further along,
US 51 Southbound so its$14.42M estimate is
(Main St.) $14,420,000 $1,101,000 considered reliable at this
stage.
Northbound costs will
increase and be more than
US 51 Northbound Originally$10,000,000(will $899 000 Southbound once IDOT
(Water St.) increase with trail addition) updates totals to reflect a
multipurpose trail and added
pedestrian amenities.
Jasper St.(RAISE Match depends on final
Project) $12,745,000 $2,843,000 design,eligible costs,and
federal participation.
4-Year Total(City _ :$4,850,000
Est.Share)
15
