Council Memo
Public Works Department
No. 2026-42
DATE: 4/6/2026
TO: Honorable Mayor Julie Moore Wolfe and City Council Members
FROM: Melissa Hon, City Manager
Matt Newell,Director of Public Works
Paul Caswell, City Engineer
SUBJECT:
Resolution Authorizing an Intergovernmental Agreement Between the City of Decatur and the Sanitary
District of Decatur for the Brush College Road Lift Station Force Main City Project 2020-06
SUMMARY RECOMMENDATION: It is recommended that the City Council approve the attached
Resolution authorizing the Mayor to sign and the City Clerk to attest to an intergovernmental agreement
between the City and the Sanitary District to upsize a force main owned by the District as part of the City's
proposed Brush College Road lift station and force main project.
BACKGROUND:
A crucial component of the City's infrastructure to support development in the Rea's Bridge/Brush College area
is the construction of a lift station and forcemain currently being designed by Clark Dietz Inc. The high flow
expected requires the station's forcemain to extend to the Sanitary District's interceptor located in Woodford
Street as shown on the location map. The City has been working with the District to utilize their existing
easement between Woodford Street and their lift station at Damon Avenue/Dineen St. The project will increase
the size of an existing District forcemain to handle the added flow from Brush College. This requires an
intergovernmental agreement. Once installed, the forcemain segment between Dineen and Woodford will be
owned and maintained by the District. The Sanitary District of Decatur Board approved the intergovernmental
agreement at their March 18, 2026, meeting.
LEGAL REVIEW: The agreement was reviewed and approved by the Legal Dept.
PRIOR COUNCIL ACTION:
• September 8,2020—Council approved Resolution No.2020-118,approving a professional service agreement with Clark Dietz,
Inc to complete a sanitary sewer service study for an unserved area around the intersection Brush College and Reas Bridge.
• December 7,2020—Council approved Resolution No.2020-172,authorizing a redevelopment agreement with Innovafeed that
included the extension of City sewer to service the development site.
• February 1,2021—Council approved Resolution No.2021-09,approving a professional service agreement with Clark Dietz,Inc
to complete Final Design Services for the Brush College and Reas Bridge Lift Station for a fee not to exceed$180,859.
• December 18,2023—Council approved Resolution No. 2023-279 authorizing a professional services agreement between the City
