Council Memo
Public Works Department
No. 2026-38
DATE: 4/6/2026
TO: Honorable Mayor Julie Moore Wolfe and City Council Members
FROM: Melissa Hon, City Manager
Matt Newell, Director of Public Works
Byron Bowman,Municipal Services Manager
SUBJECT:
Resolution Approving the Purchase and Installation of Two(2)Emergency Warning Sirens
SUMMARY RECOMMENDATION: It is proposed that the CityCouncil approve the attached resolution
authorizing the mayor to sign and the City Clerk to attest to the expenditure of$53,767.60 to Federal Signal
Corporation for the purchase and installation of two Federal Signal outdoor emergency warning sirens.
BACKGROUND:
The City currently has 21 outdoor emergency warning sirens. In 2015 the City began replacing the outdoor
warning sirens due to the age of the system and the limited availability of replacement parts. At that time,
competitive quotes were received and it was determined that Federal Signal Corporation provided the best value
to the City for providing emergency warning sirens. The Federal Signal siren is the most popular siren in
Central Illinois and is compatible with the City's radio system. As part of this replacement program,to date, the
City has replaced 15 of its 21 outdoor emergency warning sirens.
The warning sirens located near the Stephen Decatur middle school on Runnin Reds Boulevard and on Imboden
near the Dennis Lab School. These sirens have had outages in recent years. The Runnin Reds siren has RTU
boards that have been repeatedly replaced, multiple wiring issues that have needed repairs and gear box failure.
The Imboden siren has been selected due to a faulty power conversion board causing issues between the
interface and battery charging boards. Both sirens being replaced are American RM130's and will be replaced
with Federal 2001-130 sirens.
SCHEDULE:
Following approval by the City Council the Outdoor Warning Sirens will be purchased, and the installation
scheduled. The new Outdoor Warning Sirens should be installed and commissioned within 60 days of the
receipt of the equipment, weather permitting.
LEGAL REVIEW: There are no documents for Legal to review.
PRIOR COUNCIL ACTION:
Since 2015,the City has been installing new emergency warning sirens at a rate of 2 per year.
The approved 2026 budget included funding for 2 new sirens.
POTENTIAL OBJECTIONS: There are no known objections.
