ECONOMIC AND COMMUNITY DEVELOPMENT DEPARTMENT <br /> No. 2026-26 <br /> April 6, 2026 <br /> TO: Honorable Mayor Julie Moore Wolfe and City Council <br /> FROM: Melissa Hon, City Manager <br /> Lacie Elzy, Economic and Community Development Director <br /> SUBJECT: Resolution Authorizing the Execution of an Agreement with Hutchins Excavating <br /> for the Demolition of 333 E. Macon St., 380 S. Industry Ct., and 440 S. Franklin <br /> St. <br /> SUMMARY RECOMMENDATION: Staff recommends the approval of the attached <br /> resolution authorizing the execution of agreement for demolition of said structures. <br /> BACKGROUND: The properties located at 333 E. Macon Street, 380 S. Industry Court, and <br /> 440 S. Franklin Street were bid together as a single demolition project. The City received <br /> fourteen(14) bids, with Hutchins Excavating submitting the lowest responsive bid in the amount <br /> of$349,800.00. This project will be 100%grant funded through the State of Illinois Rebuild II <br /> Grant(CAP 22-1176). <br /> These properties, formerly known as the Tommy House Tire Buildings, have received full <br /> demolition approval from the State of Illinois. This approval allows the City to proceed with site <br /> clearance and advance conceptual planning for a future campus redevelopment. <br /> POTENTIAL OBJECTIONS: No known objections to this resolution. <br /> INPUT FROM OTHER SOURCES: None. <br /> BUDGET/TIME IMPLICATIONS: None. <br /> STAFF REFERENCE: Any additional questions may be forwarded to Lacie Elzy at 217-542- <br /> 3559 or lelzv@decaturil.gov. <br />
