ECONOMIC AND COMMUNITY DEVELOPMENT <br /> No. 2026-30 <br /> April 6, 2026 <br /> TO: Mayor Julie Moore Wolfe and City Council Members <br /> FROM: Melissa Hon, City Manager <br /> Lacie Elzy, Director of Economic and Community Development <br /> Kirsten Born, Grants Manager <br /> SUBJECT: Resolution Authorizing the Expenditure of Funds for the Residential Exterior <br /> Improvements Program <br /> SUMMARY RECOMMENDATION: It is recommended that this item be approved to <br /> allow assistance for a minimum of 10 residential units with exterior improvements. <br /> BACKGROUND: The Residential Exterior Improvement Program is an expansion of <br /> our other rehabilitation programs and was created to assist homeowners who may not <br /> meet the income guidelines for the other programs. Many families in our community fall <br /> into the category of Asset Limited, Income Constrained, Employed(ALICE). These <br /> households earn above the Federal Poverty Level yet still struggle to afford basic <br /> necessities such as housing, childcare, food, transportation, healthcare, and technology. <br /> ALICE families do not qualify for our grant funded programs, however they don't have <br /> the savings to be able to keep up with necessary home repairs. <br /> Funded by the General Fund, this program allows us to diversify the types of families we <br /> serve. Eligible improvements include roof replacement, gutters, gutter guards, soffit, <br /> fascia, siding, porches, window wrapping, brush removal, and fence repair. <br /> The program will prioritize outreach within the focus areas identified in the City's <br /> revitalization plan, beginning with the Oakwood Region. While these areas will serve as <br /> the initial point of emphasis, outreach will be strategic rather than comprehensive, and <br /> not all households within the identified focus areas will be contacted or selected for <br /> participation. <br /> SCHEDULE: Staff expects to have a minimum of 10 homes completed by the end of <br /> 2026. <br /> POTENTIAL OBJECTIONS: Staff is not aware of objections. <br /> STAFF REFERENCE: Should the City Council have any questions; they may contact <br /> Lacie Elzy at 217-542-3559 or lelzy@decaturil.gov, or Kirsten Born at 217-424-2797 or <br /> kborn@decaturil.gov. <br />
