Council Memo <br /> Public Works Department <br /> No. 2026-44 <br /> DATE: 4/20/2026 <br /> TO: Honorable Mayor Julie Moore Wolfe and City Council Members <br /> FROM: Melissa Hon, City Manager <br /> Matt Newell, Director of Public Works <br /> Brad Allen,Chief of Police <br /> Kelly Harrison, Procurement Officer <br /> SUBJECT: <br /> Resolution Rescinding R2026-31 and Accepting the State of Illinois Joint Purchasing Contract Holder <br /> Bid Price of Sutton Ford Inc. for the Upfit of Four (4) Police Vehicles <br /> SUMMARY RECOMMENDATION: Staff recommends approval of the resolution rescinding R2026-31 and <br /> Accepting the State of Illinois Joint Purchasing Contract Holder Bid Price of$75,442.20 to Sutton Ford Inc. for <br /> the Upfit of Four(4) Police Vehicles. <br /> BACKGROUND: <br /> At the February 17, 2026, meeting of the City Council, a contract was awarded to Federal Signal to provide <br /> unfits for four police vehicles. It has since been determined that this award to Federal Signal under Resolution <br /> R2026-31 was in error and should have been awarded to Sutton Ford. Federal Signal Corporation is a <br /> subcontractor to Sutton Ford for the upfit and will be paid by Sutton Ford upon completion of the work. <br /> LEGAL REVIEW: This modification was approved by the Legal Department. <br /> PRIOR COUNCIL ACTION: <br /> R2026-31 was passed by the City Council on February 17th, 2026. <br /> POTENTIAL OBJECTIONS: There are no known objections. <br /> INPUT FROM OTHER SOURCES: <br /> City Purchasing <br /> STAFF REFERENCE: Matthew Newell, Public Works Director, Chris Bergschneider, Fleet Supervisor.
