ECONOMIC AND COMMUNITY DEVELOPMENT <br /> No. 2026-33 <br /> May 4, 2026 <br /> TO: Mayor Julie Moore Wolfe and City Council Members <br /> FROM: Melissa Hon, City Manager <br /> Lacie Elzy, Director of Economic and Community Development <br /> Miranda Lambert, Assistant Director of Economic and Community <br /> Development <br /> SUBJECT: Resolution authorizing payment under an agreement for technical planning <br /> services between the Decatur Urban Area Transportation Study (DUATS) and the <br /> Champaign County Regional Planning Commission <br /> SUMMARY RECOMMENDATION: Staff recommends approval of the resolution <br /> authorizing the City, as fiscal agent for DUATS, to make payments under the Agreement <br /> with the Champaign County Regional Planning Commission for the Comprehensive Bus <br /> Stop Assessment, with costs reimbursed through transportation planning grant funds. <br /> BACKGROUND: DUATS, as the federally designated Metropolitan Planning <br /> Organization(MPO) for the Decatur urbanized area, identified the need for a <br /> Comprehensive Bus Stop Assessment to identify gaps and guide future improvements. <br /> Following outreach and coordination on best practices, DUATS entered into an <br /> agreement with the Champaign County Regional Planning Commission to complete this <br /> work. The project will include a system-wide inventory, GIS-based analysis,public input, <br /> and development of recommendations and an implementation strategy to improve <br /> accessibility, safety, and efficiency of the transit system. As the fiscal agent for DUATS, <br /> the City of Decatur is responsible for processing payments under the agreement, which <br /> will be reimbursed through transportation planning grant funds. <br /> POTENTIAL OBJECTIONS: Staff are not aware of any objections. <br /> STAFF REFERENCE: Should the City Council have any questions; they may contact <br /> Lacie Elzy at 217-542-3559 or lelzy@decaturil.gov, or Miranda Lambert at 217-859- <br /> 2406 or mlambert@decaturil.gov. <br /> BUDGET/TIME IMPLICATIONS: None. <br />
