Council Memo
Public Works Department
No. 2026-46
DATE: 5/4/2026
TO: Honorable Mayor Julie Moore Wolfe and City Council Members
FROM: Melissa Hon, City Manager
Matt Newell,Director of Public Works
SUBJECT:
Resolution Authorizing Supplement #2 to the Local Public Agency Agreement for Federal Participation
with AECOM Technical Services,Inc. Section 09-00933-01-BR
SUMMARY RECOMMENDATION: It is recommended that the City Council approve the attached
Resolution authorizing Supplement #2 to the Local Public Agency Engineering Services Agreement between
the City of Decatur and AECOM Technical Services, Inc., to perform construction engineering services for the
Brush College Road /Faries Parkway railroad grade separation project. This is a zero-sum supplement allowing
AECOM to reallocate funding within the Engineering Services Agreement.
BACKGROUND:
In May 2023, the City Council approved a Local Public Agency Engineering Services Agreement between the
City of Decatur and AECOM Technical Services, Inc., to perform construction engineering services for the
Brush College Road/Faries Parkway railroad grade separation project for a fee of$5,012,278.00. As the
project progresses and engineers are reassigned or need to temporarily step away for various reasons, the use of
subconsultants needs to change. IDOT requires that these reallocation of funds within AECOM's agreement be
modified by a supplemental agreement.
Early in the project, AECOM needed to replace one of their approved subconsultants, which resulted in zero-
sum Supplement#1 approved by Council on December 1, 2023. The current reallocation of resources within the
approved agreement was a result of the lead engineer needing to temporarily step away from the project placing
more hours on a subconsultant.
Supplement #2 to the Engineering Services Agreement does not change the agreement amount. The supplement
is to update the IDOT required subconsultant documentation for the project.
LEGAL REVIEW:
PRIOR COUNCIL ACTION:
See Appendix A for prior Council action on this item.
POTENTIAL OBJECTIONS: There are no known objections.
INPUT FROM OTHER SOURCES:
AECOM
STAFF REFERENCE: Matt Newell, Public Works Director.
