o*ATU <br /> ,44 <br /> DECATUR FIRE DEPARTMENT <br /> tr� MEMORANDUM <br /> ILLINOIS 2026-07 <br /> Date: May 6, 2026 <br /> To: Honorable Mayor Julie Moore Wolfe <br /> From: Melissa Hon, City Manager <br /> Neil Elder, Fire Chief <br /> RE: Resolution Authorizing the Acquisition of LIFEPAK 35 Cardiac Monitors and <br /> Enter into An Eight-Year Lease Agreement with Flex Financial <br /> SUMMARY RECOMMENDATION: <br /> City Administration recommends City Council approval of the attached resolution authorizing <br /> the City of Decatur to enter into an eight-year lease agreement with Flex Financial, a division of <br /> Stryker Sales, LLC, for the acquisition of eight (8) LIFEPAK 35 cardiac monitors and related <br /> equipment at an annual lease payment of$87,427.05. <br /> BACKGROUND: <br /> The Decatur Fire Department currently operates under a tiered EMS response model and <br /> provides advanced emergency medical care throughout the City of Decatur. The department's <br /> current AED-style monitors are aging and do not provide the advanced monitoring and <br /> diagnostic capabilities necessary to maintain long-term compliance with Illinois Department of <br /> Public Health(IDPH)requirements for advanced EMS services. <br /> The proposed acquisition includes eight(8) LIFEPAK 35 cardiac monitors, associated batteries, <br /> chargers, ECG cables, modem kits, storage accessories, printer kits, and related service coverage <br /> through Stryker Sales, LLC. The agreement also includes ProCare field repair services and <br /> LIFENET system support to ensure operational reliability and connectivity. <br /> The lease agreement consists of eight(8) annual payments of$87,427.05 over an eighty-five (85) <br /> month term with a$1.00 buyout option at the conclusion of the lease agreement. The first <br /> payment will be paid using grant funds awarded to the Decatur Fire Department through the <br /> Buffett Foundation Grant, with remaining payments funded through future approved department <br /> budget appropriations. <br /> The LIFEPAK 35 monitors will significantly enhance patient assessment, cardiac monitoring, <br /> and pre-hospital treatment capabilities for the Decatur Fire Department.
