SUMMARY RECOMMENDATION: Staff recommends approval of the attached Resolution authorizing execution of the Fourth amendment to the Agreement for Management and Operation of City of Decatur Public Transportation Services with MV Transportation, Inc. BACKGROUND: The City of Decatur currently contracts with MV Public Transportation, Inc. for the operation and management of the City's fixed route and paratransit transportation services. Since execution of the original agreement in 2021, the City has expanded public transportation operations to include countywide microtransit services through Decatur Moves. The proposed Fourth Amendment extends the current agreement for an additional two- year term through June 30, 2028. This extension strategically aligns the contract term for fixed route and paratransit services with the City's existing microtransit service agreement timeline. Aligning all three transportation service modes under a common procurement schedule will allow the City to issue a comprehensive Request for Proposals (RFP) in 2027 for fixed route, paratransit, and microtransit services simultaneously. Staff believe this approach will improve operational coordination, create procurement efficiencies, enhance service integration opportunities, and position the City to evaluate future transit operations comprehensively. The amendment also authorizes MV to transition dispatching software platforms from Syncromatics to Spare Labs and establishes a review period for updated fixed route performance standards following implementation of the new platform. POTENTIAL OBJECTIONS: Staff are not aware of objections.
