TRANSPORTATION SERVICES DEPARTMENT <br /> No. 2026-40 <br /> DATE: June 1, 2026 <br /> TO: Mayor Julie Moore Wolfe and City Council Members <br /> FROM: Melissa Hon, City Manager <br /> Lacie Elzy, Economic & Community Development Director <br /> SUBJECT: Resolution Authorizing a Fourth Amendment to the Agreement for <br /> Management and Operation of City of Decatur Public Transit Services with MV <br /> Transportation, Inc. <br /> SUMMARY RECOMMENDATION: Staff recommends approval of the attached <br /> Resolution authorizing execution of the Fourth amendment to the Agreement for <br /> Management and Operation of City of Decatur Public Transportation Services with MV <br /> Transportation, Inc. <br /> BACKGROUND: The City of Decatur currently contracts with MV Public <br /> Transportation, Inc. for the operation and management of the City's fixed route and <br /> paratransit transportation services. Since execution of the original agreement in 2021, the <br /> City has expanded public transportation operations to include countywide microtransit <br /> services through Decatur Moves. <br /> The proposed Fourth Amendment extends the current agreement for an additional two- <br /> year term through June 30, 2028. This extension strategically aligns the contract term for <br /> fixed route and paratransit services with the City's existing microtransit service <br /> agreement timeline. <br /> Aligning all three transportation service modes under a common procurement schedule <br /> will allow the City to issue a comprehensive Request for Proposals (RFP) in 2027 for <br /> fixed route, paratransit, and microtransit services simultaneously. Staff believe this <br /> approach will improve operational coordination, create procurement efficiencies, enhance <br /> service integration opportunities, and position the City to evaluate future transit <br /> operations comprehensively. <br /> The amendment also authorizes MV to transition dispatching software platforms from <br /> Syncromatics to Spare Labs and establishes a review period for updated fixed route <br /> performance standards following implementation of the new platform. <br /> POTENTIAL OBJECTIONS: Staff are not aware of objections. <br />
