In light of the increased costs, staff considered whether to seek other proposals for this service, but decided that
would not be cost-effective. An important part of the contract is providing and maintaining the switchgear to
transfer to emergency power and back. The switchgear is proprietary to Altorfer and would need to be replaced
if another contractor were to take over.
The City has received excellent service from Altorfer over a 25-year period, and the emergency generator
system has performed reliably during that time.
Altorfer will not use sub-contractors for this work. They will meet the City's minority participation goal of 18%
of the hours worked being performed by minority labor.
LEGAL REVIEW: There are no documents requiring legal review.
PRIOR COUNCIL ACTION:
Previous acceptance of 6-year contract with vendor.
POTENTIAL OBJECTIONS: None foreseen.
INPUT FROM OTHER SOURCES:
Altorfer
STAFF REFERENCE: Matt Newell, Public Works Director, Robert Weil, Water Production General
Manager, John Dodwell, Water Production Maintenance Manager. Matt Newell will be in attendance at the City
Council meeting to answer any questions of the Council on this item.
BUDGET/TIME IMPLICATIONS: These services are a line item in the annual operating budget for the
Water Production Operations account.
ATTACHMENTS:
1. 2026-57 Resolution for SWTP Emergency Generator Maintenance(2)
