LEGAL DEPARTMENT MEMORANDUM <br /> NO. 2026-4 <br /> June 1,2026 <br /> TO: Honorable Mayor Julie Moore Wolfe and City Council Members <br /> FROM: Melissa Hon, City Manager <br /> SUBJECT: Resolution Authorizing Public Mural at 130 N. Franklin Street - Decatur Public <br /> Library <br /> SUMMARY RECOMMENDATION: It is the recommendation of staff that the resolution be <br /> approved. <br /> BACKGROUND: The Decatur Public Library applied for and was awarded a grant for the <br /> installation of a mural in the building located at 130 N. Franklin St. The City of Decatur owns the <br /> building and leases a portion to the library. The mural will be paid for with a grant from the Illinois <br /> Arts Council through the America250 Public Art Grant. The mural will be placed on an interior <br /> wall in the library. <br /> The City of Decatur is not the grantee of the funds, will not be responsible for the installation or <br /> commission of the art, will not be responsible for any grant requirements, and will not be <br /> responsible for any maintenance required for the mural. <br /> The resolution authorizes the placement of this public art on public property so long as the library <br /> remains a tenant or until council takes action otherwise. <br /> POTENTIAL OBJECTIONS: There are no known or expected objections. <br /> STAFF REFERENCE: Melissa Hon, City Manager <br />
