Task 2.2—Identify, Quantify,and Analyze
This task establishes the analytical foundation for the Comprehensive Plan by documenting existing conditions
and evaluating current and future market trends within the City of Decatur. The Project team will collect, analyze,
and synthesize demographic, economic, housing, land use, transportation, infrastructure, and development data
to identify community strengths, challenges, opportunities, and emerging trends. In addition, a market and needs
analysis will assess housing demand, retail opportunities, industrial growth potential, and broader economic
conditions to ensure that future planning recommendations are responsive to market realities and community
needs. The findings of this task will provide the factual basis for future land use planning, redevelopment
strategies, transportation investments, and implementation initiatives.
Deliverables
• Existing Conditions Report
• Housing Needs and Market Analysis Report
Task 2.3—The City Framework
This task establishes the long-range vision and physical development framework for the City of Decatur through
the preparation of a Future Land Use Plan. Building upon the findings of the existing conditions assessment,
market and needs analysis, public engagement activities, and stakeholder input, the Project team will develop a
comprehensive land use strategy that guides future growth, redevelopment, conservation, transportation
investments, and economic development. The Future Land Use Plan will identify appropriate development
patterns, redevelopment opportunities, land use transitions, growth areas, and community character objectives to
support informed decision-making and implementation over the planning horizon.
Deliverables
• Overall Future Land Use Plan
• Future Land Use Map
Task 2.4—Roadmap for the Future
This task develops the major planning strategies and implementation frameworks that will guide Decatur's future
growth, redevelopment, mobility, and investment priorities. Building upon the Future Land Use Plan, technical
analyses, and community input, the Project team will prepare a series of focused planning initiatives addressing
transportation, mobility, redevelopment, neighborhood revitalization, downtown development, vacant land reuse,
and targeted sub-area planning. These efforts will establish actionable strategies to improve connectivity,
strengthen economic competitiveness, encourage sustainable development patterns, support reinvestment, and
enhance quality of life throughout the community. Together, these components will serve as the primary policy
and investment framework for achieving the community's long-term vision.
This portion of the scope will feature an enhanced Transportation Plan. This will include a transportation scenario
modeling process to be carried out by Lochmueller Group, utilizing the DUATS travel demand model (TDM). The
second portion of the Transportation Plan will focus on identifying how the multi-modal transportation network can
be augmented to better support opportunities for development and redevelopment, and the community's access
to resources.
The finings of the Transportation Plan and other elements of this process will be used to inform the preparation of
a focused of five targeted sub-area plans addressing localized land use conditions, redevelopment opportunities,
transportation and infrastructure needs, neighborhood stabilization strategies, economic development
opportunities, and site-specific implementation recommendations tailored to each planning area. One of these
plans will focus on the downtown revitalization strategy addressing land use, redevelopment opportunities,
