ECONOMIC AND COMMUNITY DEVELOPMENT
No. 2026-33
June 15, 2026
TO: Mayor Julie Moore Wolfe and City Council Members
FROM: Melissa Hon, City Manager
Lacie Elzy, Director of Economic and Community Development
SUBJECT: Resolution authorizing payment under an agreement for technical planning
services between the Decatur Urban Area Transportation Study (DUATS) and McKenna
Associates, Inc. for a Comprehensive Plan.
SUMMARY RECOMMENDATION: Staff recommends approval of the resolution
authorizing the City, as fiscal agent for DUATS,to make payments under the Agreement
with McKenna Associates, Inc. for the Comprehensive Plan for the City of Decatur, with
costs reimbursed through transportation planning grant funds.
BACKGROUND: The City of Decatur's current Comprehensive Plan was adopted in
2009. Since that time, Decatur has experienced significant changes in housing, economic
development, transportation, demographics, and community priorities. City staff have
identified the need to update the Comprehensive Plan to establish a shared vision for the
community's future and provide a roadmap for growth, redevelopment, infrastructure
investment, housing, economic development, neighborhood revitalization, and land use
decisions.
The planning process will include existing conditions analysis, stakeholder and public
engagement, development of community goals and priorities, and creation of
implementation strategies designed to guide future policy decisions and capital
investments. The resulting Comprehensive Plan will serve as the City's primary long-
range planning document and provide a framework for decision-making over the next 10
years.
To fund this effort, the City worked with DUATS, the federally designated Metropolitan
Planning Organization(MPO) for the Decatur urbanized area,to utilize available
transportation planning grant funds. Following a competitive procurement process, City
staff evaluated consultant proposals and determined Mckenna's proposal to be the most
responsive to the City's needs and project objectives.
POTENTIAL OBJECTIONS: Staff are not aware of any objections.
STAFF REFERENCE: Should the City Council have any questions; they may contact
Lacie Elzy at 217-542-3559 or lelzy@decaturil.gov.
BUDGET/TIME IMPLICATIONS: None
