7. RECOMMENDATIONS
Based on the analysis of alternatives completed in Task 4, a recommended
implementation plan for future water supply investments will be developed. The results
of the project and portfolio evaluation performed in Task 4 will be used to develop an
adaptive management plan with initially recommended projects, demand growth triggers
for consideration of future projects, and recommended actions necessary to be prepared
for sudden growth in demand if significant industrial development occurs.
In the adaptive management plan, we will identify highly ranked "no regrets" projects
that can play an important part in addressing any of the demand developed in Tasks 1
and 2. We will identify additional highly ranked supplies for development at specific
demand growth thresholds. Recommendations for some projects may be dependent
upon the demand scenario. For each demand scenario, the adaptive management plan
will provide timelines for the implementation of supplemental water-supply projects and
their costs.
Decision points will be identified for review of the next recommended projects to be
developed. To ensure that the City is prepared to respond to future industrial
development opportunities, we will identify the preliminary investigation and design
actions for projects necessary to facilitate timely development of new supplies.
8. FINAL REPORT/PRESENTATION
INTERA will present preliminary results in a draft report to Decatur Public Works
Department staff and allow for internal review by Decatur staff. After completion of the
final report, INTERA will present it to City Council.
9. MEETINGS/PROJECT MANAGEMENT
The INTERA Project Manager(PM) and other key staff and subconsultants will participate
in a kick-off meeting with the City at the South Water Treatment Plant (both in-person
and via TEAMS online). We will prepare the meeting agenda in coordination with City
staff, which will include review of the project objectives, scope of work, schedule
milestones, budget, communication and reporting, identification of key stakeholders,
management of project risks, and other relevant topics.
The INTERA team will hold bi-weekly internal progress meetings to ensure that the work
remains on schedule.
