MOU for Regional Integrated Plan for Decatur, Illinois <br /> April 10,2026 <br /> Page 3 of 6 <br /> • Integrate the efforts by the Heart of the Sangamon River Environmental Partnership <br /> (HOTSREP)to reduce sediment and nitrate loads into the Regional Integrated Plan. <br /> • Pursue innovative approaches for phosphorus removal and gain a better understanding of <br /> phosphorus dynamics in the river and the watershed. <br /> • Realize potential economies of scale from collaborative planning; prioritization of large <br /> capital investments; and identification of efficiencies in implementing wastewater, <br /> stormwater, and water supply requirements. Through collaborative prioritization,the plan <br /> will allow the Parties to work together to keep water, sewer and stormwater rates <br /> affordable for Decatur and to realize important social and economic benefits through <br /> coordinated planning. <br /> • Provide a mechanism for regional stakeholders to participate in the development of the <br /> integrated plan. Develop a shared vision and goals and promote discussion of potential <br /> synergies towards accomplishing the goals. Foster regional collaboration to identify <br /> additional projects that will provide important environmental and public health benefits. <br /> Development of Regional Integrated Plan <br /> The Regional Integrated Plan will address the six elements required in US EPA's Integrated <br /> Planning Framework. A detailed scope of work will be established in a Project Workplan (Task <br /> 1). The plan will be developed through execution of the following four tasks: <br /> Task 1. Project Workplan (to establish details of scope of work, schedule and estimated cost) <br /> Task 2. Project Coordination and Management(establishes when key meetings between the <br /> Parties and the stakeholders will occur, mechanisms for routine project management and <br /> how/when Illinois EPA will be engaged) <br /> Task 3. Integrated Planning (defines the work necessary to develop the Integrated Plan) <br /> Task 3.1 Water Quality, Human Health and Regulatory Issues <br /> Task 3.2 Existing Wastewater, Stormwater and Water Supply Infrastructure <br /> Task 3.3 Stakeholder Engagement <br /> Task 3.4 Project Alternatives and Implementation Schedule <br /> Task 3.5 Measuring Success <br /> Task 3.6 Improvements to the Plan <br /> Task 4. Integrated Plan Document(covers how the Integrated Plan will be documented, reviewed <br /> and finalized for submittal to Illinois EPA) <br />
