Council Memo
Public Works Department
No. 2026-69
DATE: 7/6/2026
TO: Honorable Mayor Julie Moore Wolfe and City Council Members
FROM: Melissa Hon, City Manager
Matt Newell,Director of Public Works
Robert Weil,Water Production Manager
Jennifer Gunter,Watershed & Lake Manager
SUBJECT:
Resolution Authorizing Lake Decatur Watershed Farmland Conservation Program Agreement for a
Pond Improvement with Branson D Quintenz and Cassidee Key-Flowers
SUMMARY RECOMMENDATION: It is recommended that the City Council approve the attached
resolution authorizing a Lake Decatur Watershed Farmland Conservation Program Agreement between the City
of Decatur and Branson D Quintenz and Cassidee Key-Flowers for the construction of a pond to control
nutrients, sediment and erosion for a not-to-exceed cost to the City of$52,920.00.
BACKGROUND:
The City's 2021 Watershed Management Plan is designed to significantly reduce Lake Decatur sedimentation
and improve the lake's water quality through watershed conservation. City staff manages the watershed
conservation efforts in-house with the assistance of Spheros Environmental, the City's Watershed Management
Plan consultant. The pond is to be constructed on private land and is expected to result in these reductions over
the 25-year life of the project:
• Nitrogen 1,625 pounds,
• Phosphorus 200 pounds,
• Sediment 275 tons
This project is on Bender Road in an area which is a significant source of sediment to Lake Decatur. The details
of the project are attached to Exhibit A of the Resolution.
This project is different than the typical watershed protection program project in that it is treating the erosion
and nutrients coming off of farmland on an adjacent piece of property. Because it is not for the benefit of the
landowner, the city cost share for this project has been set at 100%rather than the typical 90%cost share. Also,
because the project is of general rather than individual benefit, it is eligible for grant funding, as described in the
budget section of the memo.
SCHEDULE:
Work on this project is expected to start in July 2026 and will be completed by August 2026 depending on
weather conditions.
LEGAL REVIEW: The form of agreement was approved as a template by the Legal Department on September
