COUNCIL MEMO
ECONOMIC AND COMMUNITY DEVELOPMENT DEPARTMENT
No. 2026-42
July 6, 2026
TO: Honorable Mayor Julie Moore Wolfe and City Council
FROM: Melissa Hon, City Manager
Lacie Elzy,Economic and Community Development Director
Michael Snearly,Neighborhood Inspections Manager
SUBJECT: Resolutions Authorizing the Execution of Agreements with Steve's Trucking for
the demolition of 277 W. Prairie, and 1705 N. Main.
SUMMARY RECOMMENDATION: Staff recommends approval of the attached resolutions
authorizing the execution of agreements with Steve's Trucking for the demolition of the
structures located at 277 W. Prairie Avenue and 1705 N. Main Street.
BACKGROUND: At the June 15, 2026, City Council meeting, a statement was made during
public comment alleging that Steve's Trucking was not in good standing with the Illinois
Secretary of State. As a result, the two demolition resolutions were removed from the consent
agenda and tabled pending verification.
City staff subsequently researched the matter and confirmed that Steve's Trucking is, in fact, in
good standing with the Illinois Secretary of State. Documentation confirming the company's
status is attached to this memorandum. Staff is therefore resubmitting the resolutions for Council
consideration.
POTENTIAL OBJECTIONS: City staff met with a representative of Laborers'Local 159 to
discuss the concerns raised during public comment and to discuss future City bidding
opportunities.
INPUT FROM OTHER SOURCES: City Legal Department, Economic and Community
Development Department, and the Illinois Secretary of State.
BUDGET/TIME IMPLICATIONS: Upon approval of the resolutions, staff will execute the
demolition agreements. The contractor will complete the demolition of both structures within 55
days of contract execution.
STAFF REFERENCE: Questions regarding this item may be directed to Michael Snearly at
217-450-2347 or msnearly@decaturil.gov, or Lacie Elzy at 217-424-2727 ext. 3559 or
lelzy@decaturil.gov.
