COUNCIL MEMO ECONOMIC AND COMMUNITY DEVELOPMENT No. 2026-44 July 6, 2026 TO: Mayor Julie Moore Wolfe and City Council Members FROM: Melissa Hon, City Manager Lacie Elzy, Director of Economic and Community Development Scot Rosenbery, Deputy Chief Kirsten Born, Grants Manager SUBJECT: Resolution authorizing approval of proposal from the Decatur Police Department for use of Opioid Settlement Funds SUMMARY RECOMMENDATION: It is recommended that this item be approved to allow for expenditure of the opioid settlement funding. BACKGROUND: In 2022,the State of IL announced that a national opioid settlement agreement had been reached with pharmaceutical companies. With this, the City of Decatur was eligible to receive settlement money. Payment amounts and timing vary, however the city has already received $399,193.69. Prior council action expended a total of$25,000 to Crossing Healthcare and $100,000 to Heritage Behavioral Health Center for opioid treatment and addiction programs. The city currently has $274,193.69 to expend and could continue receiving payments. The Decatur Police Department proposes utilizing Opioid Settlement Funds to support the implementation and sustainability of the D.A.R.E. program and other eligible youth- focused prevention initiatives. These efforts are intended to provide education, prevention, and outreach services within schools and the community that discourage substance misuse and promote healthy decision-making among youth. In accordance with approved opioid abatement strategies, funds may also be used for additional department initiatives that provide school-based education, early intervention, prevention programming, and community engagement activities designed to reduce risk factors associated with opioid misuse and substance abuse. These initiatives support the City's broader commitment to prevention, public safety, youth development, and long- term community wellness. SCHEDULE: Funding is currently available pending council action. POTENTIAL OBJECTIONS: Staff is not aware of objections.
