COUNCIL MEMO <br /> ECONOMIC AND COMMUNITY DEVELOPMENT <br /> No. 2026-45 <br /> July 6, 2026 <br /> TO: Mayor Julie Moore Wolfe and City Council Members <br /> FROM: Melissa Hon, City Manager <br /> Lacie Elzy, Director of Economic and Community Development <br /> Kirsten Born, Grants Manager <br /> SUBJECT: Resolution authorizing approval of proposal from Heritage Behavioral <br /> Health Center for use of opioid settlement funds <br /> SUMMARY RECOMMENDATION: It is recommended that this item be approved to <br /> allow for expenditure of the opioid settlement funding. <br /> BACKGROUND: <br /> In 2022, the State of IL announced that a national opioid settlement agreement had been <br /> reached with pharmaceutical companies. With this, the City of Decatur was eligible to <br /> receive settlement money. Payment amounts and timing vary; however, the city has <br /> already received $399,193.69. Prior council action expended a total of$25,000 to <br /> Crossing Healthcare and $100,000 to Heritage Behavioral Health Center for opioid <br /> treatment and addiction programs. The city currently has $274,193.69 to expend and <br /> could continue receiving payments. <br /> On June 4, 2026, Heritage Behavioral Health Center provided a proposal for additional <br /> opioid settlement funding. The proposal, attached as exhibit A, breaks down seven <br /> program areas that are all eligible uses for the opioid settlement funding. This proposal <br /> would sustain the programs for one year. At that time, Heritage Behavioral Health Center <br /> would be eligible to submit another proposal for consideration. <br /> SCHEDULE: Funding is currently available pending council action. <br /> POTENTIAL OBJECTIONS: Staff is not aware of objections. <br /> STAFF REFERENCE: Should the City Council have any questions; they may contact <br /> Lacie Elzy at 217-542-3559 or lelzy@decaturil.gov, or Kirsten Born at 217-424-2797 or <br /> kborn@decaturil.gov. <br /> BUDGET/TIME IMPLICATIONS: <br /> Budget Impact: The city has already received payments from this settlement and could <br /> continue to receive payments. <br /> Staff Impact: Staff time has been allocated for this project. <br />
