COUNCIL MEMO <br /> ECONOMIC & COMMUNITY DEVELOPMENT DEPARTMENT <br /> No. 2026-46 <br /> July 6, 2026 <br /> TO: Mayor Julie Moore Wolfe and City Council Members <br /> FROM: Melissa Hon, City Manager <br /> Lacie Elzy, Director of Economic & Community Development <br /> Lawson Fanning, Operations Manager: Transit& Facilities <br /> SUBJECT: Resolution Accepting Rush Truck Centers Quote for Bus Engine Overhaul. <br /> SUMMARY RECOMMENDATION: City staff recommends approval of the attached <br /> Resolution authorizing the expenditure of$53,011.21 to Rush Truck Centers for a <br /> complete engine overhaul of Transit bus 9022. <br /> BACKGROUND: The City operates a fleet of 26 fixed-route buses, all of which are <br /> required to maintain scheduled transit service. Due to daily operation and high mileage, <br /> these vehicles require ongoing preventative maintenance and periodic major component <br /> replacements to ensure safe and reliable service. <br /> Bus 9022, a 2010 model year vehicle, has experienced a catastrophic engine failure <br /> requiring a complete engine overhaul. Replacing the engine will restore the vehicle to <br /> service and significantly extend its useful life at a fraction of the cost of purchasing a <br /> replacement bus. A new heavy-duty transit bus currently costs in the range of$1 mil- <br /> $1.2mil, making the engine overhaul the most cost-effective and fiscally responsible <br /> option. <br /> Staff solicited quotes for the required repairs. Rush Truck Centers provided the most <br /> responsive and complete proposal, offering the best value while meeting the City's repair <br /> specifications and timeline. Funding for this repair is available through existing transit <br /> grant funds budgeted for revenue vehicle maintenance and capital repairs. Approval of <br /> this resolution will allow staff to proceed with the engine overhaul and return the bus to <br /> service as quickly as possible. <br /> POTENTIAL OBJECTIONS: Staff are not aware of any objections. <br /> STAFF REFERENCE: Should the City Council have any questions; they may contact <br /> Lawson Fanning at 217-542-3554 or rfanning@decaturil.gov. <br />
