COUNCIL MEMO ECONOMIC AND COMMUNITY DEVELOPMENT No. 2026-49 July 20, 2026 TO: Mayor Julie Moore Wolfe and City Council Members FROM: Melissa Hon, City Manager Lacie Elzy, Director of Economic and Community Development Kirsten Born, Grants Manager SUBJECT: Resolution Authorizing Approval of Proposals for the City Council Community Grant Program SUMMARY RECOMMENDATION: Staff recommends approval of the attached resolution approving grant awards for eight(8) recipients under the City Council Community Grant Program and authorizing the City Manager to execute the associated funding agreements. BACKGROUND: On March 2, 2026, the City Council approved Resolution R2026-39 establishing the evaluation criteria, application, and scoring process for the City Council Community Grant Program. Applications were accepted and reviewed by staff for completeness. Complete application packages were then provided to the City Council for evaluation in accordance with the approved scoring criteria. Individual Council Member scores were averaged to determine each applicant's final score. Under the approved program guidelines, grant funding was made available in an amount not to exceed $70,000. While the program anticipated awards of up to $10,000 each, two applicants requested less than the maximum award amount. As a result, the remaining available funding was awarded to the next highest-scoring applicant, allowing a total of eight(8) organizations to receive grant awards. The attached resolution approves the grant awards and authorizes the City Manager to execute funding agreements with the approved recipients. The awarded organizations are as follows: - Decatur YMCA $5,000 - God's Place of Deliverance Church$6,500 - Boys and Girls Club $8,500 - Good Samaritan Inn$10,000 - Decatur Area Arts Council $10,000 - Children's Museum $10,000 - MRI $10,000 - United Way $10,000
