COUNCIL MEMO
ECONOMIC & COMMUNITY DEVELOPMENT DEPARTMENT
No. 2026-48
July 20, 2026
TO: Mayor Julie Moore Wolfe and City Council Members
FROM: Melissa Hon, City Manager
Lacie Elzy, Economic & Community Development Director
SUBJECT: Resolution Authorizing the City of Decatur to sell FlixBus tickets at 353 E.
William Street, Decatur IL.
RECOMMENDATION: Approve a resolution authorizing the City Manager to execute
any necessary agreements and documents required to implement this resolution.
BACKGROUND: FlixBus operates an intercity bus network throughout the United
States and offers a ticket reseller program that allows authorized entities to sell tickets
through its secure online booking platform.
Contingent upon approval of the Bus Stop Service Agreement considered immediately
prior to this item, ticket sales for the new Decatur stop would be facilitated by MV
Transportation staff at the Decatur Transit Center as part of normal customer service
operations. Pursuant to the accompanying addendum, FlixBus has authorized MV
Transportation, Inc. to perform reseller services on its behalf. FlixBus will remain
responsible for administration of the reseller program, including customer service
policies, refunds, and ticket modifications.
This arrangement would allow passengers to purchase tickets in person, receive
assistance with trip planning, and access support if they are unfamiliar with or unable to
utilize online booking platforms. It also provides a local point of contact where
passengers can receive customer service assistance, ask questions about their trip,
troubleshoot booking issues, and be directed to FlixBus for refunds or itinerary changes
when necessary. Offering in-person ticket sales and customer support improves
accessibility, enhances the overall passenger experience, and complements the City's
efforts to establish intercity bus service.
The City will receive a ten percent (10%) commission on tickets sold through the reseller
program.
BUDGET IMPACT: The City will receive a ten percent (10%) commission on tickets
sold through the FlixBus reseller program. Any funds received may be applied toward
transit grant match requirements. Participation in the program does not require any
additional capital investment by the City.
