COUNCIL MEMO <br /> ECONOMIC & COMMUNITY DEVELOPMENT DEPARTMENT <br /> No. 2026-47 <br /> July 20, 2026 <br /> TO: Mayor Julie Moore Wolfe and City Council Members <br /> FROM: Melissa Hon, Interim City Manager <br /> Lacie Elzy, Economic & Community Development Director <br /> SUBJECT: Resolution Authorizing Bus Stop Service Agreement with FlixBus, Inc. <br /> RECOMMENDATION: Approve a resolution authorizing the City Manager to execute <br /> a Service Agreement with FlixBus, Inc. for use of City-owned property at 353 E. William <br /> Street as a designated intercity bus stop. <br /> BACKGROUND: FlixBus, Inc. has requested to utilize City-owned property located at <br /> 353 E. William Street as a designated intercity bus stop. The attached agreement <br /> formalizes the terms under which the City will allow this limited use of the site. Under <br /> the agreement, the City will provide a designated bus stop only. <br /> Establishing intercity bus service will improve regional and national connectivity for <br /> Decatur residents, students, visitors, and workers by providing affordable access to <br /> employment, education, healthcare, and other destinations. Improved transportation <br /> options also strengthen Decatur's competitiveness by expanding access to labor markets, <br /> customers, and investment opportunities. <br /> Reliable connections to major metropolitan areas such as Chicago and St. Louis support <br /> workforce recruitment and retention, attract students, entrepreneurs, visitors, and <br /> prospective residents, increase downtown activity, improve access to regional clients and <br /> suppliers, and reinforce ongoing redevelopment efforts. Together, these benefits position <br /> Decatur as a more connected and accessible regional hub without requiring significant <br /> public investment. <br /> Summary of Agreement: <br /> • Monthly license fee of$250, payable to the City <br /> • Either party may terminate the Agreement with 90 days' written notice <br /> • Flixbus responsible for insurance and indemnification <br /> • Service would run twice daily, 6 days a week, with potential to expand to 7-day <br /> service. <br /> • Stop times would be 12:45pm and 7:55pm <br /> • Decatur will be served on the Chicago-St. Louis corridor, with connections <br /> available through both cities to destinations throughout the United States. <br />
