Council Memo <br /> Information Technology Department <br /> No. 2026-299 <br /> DATE: 8/3/2026 <br /> TO: Honorable Mayor Julie Moore Wolfe and City Council Members <br /> FROM: Melissa Hon, City Manager <br /> Travis Schanaman, Director of Information Technology <br /> SUBJECT: <br /> Resolution Authorizing City Manager to Execute and Enter into Annual Support and License Agreement with <br /> Tyler Technologies, Inc. for Municipal Justice <br /> SUMMARY RECOMMENDATION: City staff recommends that City Council approve the attached <br /> resolution authorizing the City Manager to enter into an Annual Support and License Agreement with Tyler <br /> Technologies, Inc. for software and services for the period ending on 8/31/2027 for the City's municipal justice <br /> application. <br /> BACKGROUND: <br /> This is the annual support agreement between the City of Decatur and Tyler Technologies, Inc for licensed use <br /> of the integrated software system that supports the operations of the corporate counsel in administrative court <br /> and in the legal enforcement of city code and compliance. The attached agreement provides for continued use of <br /> the Tyler Technologies, Inc. for Municipal Justice. <br /> LEGAL REVIEW: <br /> PRIOR COUNCIL ACTION: <br /> From 2011 onward, council has approved the use of this software. This software was approved in the annual <br /> budget for 2026. <br /> POTENTIAL OBJECTIONS: None anticipated <br /> INPUT FROM OTHER SOURCES: <br /> None <br /> STAFF REFERENCE: Travis J. Schanaman, IT Director, (217)450-2236 <br /> BUDGET/TIME IMPLICATIONS: The total for this contract renewal is $53,491.23 for the period ending on <br /> 8/31/2027. It will be executed using the Information Technology 2026 General Fund budget under the IT <br /> Department's Computer Software. The City intends to pay the contract in full in a single installment. There is a <br /> cost variance from the original projected expense of$98,000. Previous budget projections were based on a <br /> change to the application and a move to a cloud-hosted service. However, limitations in technology and <br /> processes in other areas required to integrate have prevented this change for the foreseeable future. <br /> ATTACHMENTS: <br />
