Ji.J7 3, 2025
Project 6/ 5
Section Four - Justification
Sky's the Limit Tree Service is a local business that provides a variety of services. These include
emergency tree removal, tree trimming, stump grinding, land clearing, and mulch sales and
delivery. Their business has experienced tremendous growth over the last several years and
are in need of an expansion. The business is requesting a rezoning of their property(M-2
Heavy Industrial) as well as a portion they will be leasing from the Decatur Park District(R-3
Single Family)to a PD-Planned Development District.
The business will continue operations as usual on their existing site. On the leased ground, the
business will install a six foot(6')tall composite fence on the west, north, and east sides, at the
top of the berm. There is about a 6' grade change from the top of the berm to the bottom of
the leased property. On the outside of the fence, a fifty-foot(50') landscaped buffer yard is
included. Do the park being on the northside, alternative compliance is requested. This will
install only trees outside the fence to ensure ease of mowing and maintenance. The other
required landscaping will be installed along the perimeter of the property along South 27th
Street.
No permanent structures will be constructed on the leased property. It will only be used for
the temporary storage of landscape materials such as vegetation and mulch. The existing trees
on the south side of the property will remain creating a natural screen between Route 36 and
the site.
The proposed use is consistent with the zoning and uses for properties to the east
including Sky's the Limit and Illinois Power's training facility. The property to the north
will remain Galloway Park and owned by the Park District, creating a natural buffer
between the proposed expansion and the residents to the north and east.
2. The property abuts two major arterial streets; South 27th Street and Route 36.
3. A six-foot(6') high site-break decorative fence will be used to screen the storage area
from the neighboring residential and parkluses.
4. All required buffer yard and landscaping will be provided via Alternative Compliance
as per City of Decatur Zoning Ordinance to screen from residential uses.
5 No site lighting will be used.
6. The rezoning is consistent with the Future Land Use Plan for the area which shows a
Transportation/Utility, Open Space, Employment, and Residential uses.
il:j Di D-”-;:tur Rezoning Petition! 5!k : the bmr free S.::
