OFFICE OF THE CITY MANAGER
MEMO
2026-5
DATE: September 8, 2026
TO: Mayor Julie Moore Wolfe and City Council Members
FROM: Melissa Hon, City Manager
SUBJECT: Resolution Authorizing An Extension of the Intergovernmental Agreement
Between the County of Macon, Illinois and the City of Decatur, Illinois
Regarding An Animal Control Program
BACKGROUND: On July 30, 2025, the City Manager of Decatur gave notice to Macon County
that the City intended to terminate the Intergovernmental Agreement between Macon County and
the City of Decatur regarding the Animal Control program. The notice to terminate is required by
the terms of the contract in order to begin negotiations.
After initial discussions began, the Macon County Sheriff's Department determined that they
would no longer be providing Animal Control Services. Due to this change in service structure, it
was agreed between City and County staff that a contract extension would be the best approach to
allow the County time to restructure the Animal Control Department while still providing Animal
Control Services in the City of Decatur.
The terms of the extension are as follows:
• Contract extension term August 1, 2026—July 31, 2027
• The City will be responsible for all investigations of criminal violations of State Statute. All
other services provided by Macon County Animal Control will remain the same as outlined in
the current agreement.
• The City will pay the County a total of$748,472.00 for services provided above and beyond
what is required by State Statute. This is a reduction of$25,000 to cover a portion of the cost
for the City to take over the investigations. There will not be any adjustment for CPI.
• The City will continue to manage the Macon County pet registration program. Of the
approximate $400,000 in pet registration fees collected, the City will retain $56,000 to cover
the City's cost. The City will remit all remaining registration fees collected to the County.
STAFF REFERENCE: Should the City Council have any questions, please contact City Manager
Melissa Hon.
