COUNCIL MEMO ECONOMIC AND COMMUNITY DEVELOPMENT DEPARTMENT No. 2026-51 September 8, 2026 TO: Honorable Mayor Julie Moore Wolfe and City Council FROM: Melissa Hon, City Manager ShamRA Robinson, Deputy City Manager Lacie Elzy, Economic and Community Development Director SUBJECT: Resolution Authorizing the Execution of an Agreement with Morrow Brothers Ford for the Purchase of Two Ford F150 Hybrid Support Vehicles. SUMMARY RECOMMENDATION: Staff recommends the approval of the attached resolution authorizing the execution of agreement for(2) Ford F150 Hybrid Support Vehicles. BACKGROUND: The City was awarded funding through the Illinois Department of Transportation's Rebuild Illinois Round III Capital Grant Program for the replacement of transit support vehicles. The City proposes purchasing two 2026 Ford F-150 hybrid trucks to support transit operations. The vehicles will be purchased from Morrow Brothers Ford, Inc. through State of Illinois Contract No. 21-416-P-29479 at a cost of$61,494 per vehicle, for a total amount not to exceed $122,988. Purchasing the vehicles through the state contract satisfies applicable IDOT procurement requirements. The purchase is eligible for 100%reimbursement through the grant, with no local match required. The grant funding was specifically awarded for transit support vehicles and cannot be redirected. INPUT FROM OTHER SOURCES: IDOT Procurement requirements. BUDGET/TIME IMPLICATIONS: The purchase was approved in the City's FY2026 budget and will be 100% reimbursed through the IDOT Rebuild Illinois Round III Capital Grant Program.
