COUNCIL MEMO
ECONOMIC & COMMUNITY DEVELOPMENT DEPARTMENT
No. 2026-52
DATE: September 8, 2026
TO: Honorable Mayor Julie Moore Wolfe and City Council Members
FROM: Melissa Hon, City Manager
Shamra Robinson, Deputy City Manager
Lacie Elzy, Economic & Community Development Director
SUBJECT: Resolution Authorizing Application submittal for Capital Assistance Grant
for Microtransit Vehicles under the IDOT's general authority to make such grants.
RECOMMENDATION: Staff recommends approval of the attached resolution
authorizing the City of Decatur to apply for an Illinois Department of Transportation
Capital Assistance Grant totaling $2,071,250. The request includes $1,801,250 for 25
microtransit vehicles and $270,000 for 3 ADA paratransit vehicles.
BACKGROUND: The City launched its microtransit service on September 8, 2025, with
an initial projection of approximately 150 rides per day. One year later, the service is
averaging approximately 500 rides per day—more than three times the original
projection.
Fifteen (15)microtransit vehicles are needed to maintain the current level of service,
while an additional ten(10)vehicles are requested to support the proposed expansion of
service hours until midnight. The City is also requesting three (3) ADA paratransit
vehicles to support the increased demand associated with providing rural transportation
throughout Macon County.
The CVP grant requires no local match, and the City would not be required to purchase
the vehicles and seek reimbursement. If awarded, the City would work directly with an
approved dealership to acquire the vehicles.
POTENTIAL OBJECTIONS: Staff is not aware of objections.
INPUT FROM OTHER SOURCES: None
STAFF REFERENCE: Should the City Council have any questions, they may contact,
Lacie Elzy at 217.542.3559 or Lelzy@decaturil.gov
BUDGET/TIME IMPLICATIONS: Authorizes the application submittal of the Illinois
Capital Assistance Grant for Microtransit Vehicles under IDOT's general authority to
make such grants.
